In order to prevent the spread of bovine spongiform encephalopathy (BSE)
or mad-cow disease, new federal rules on rendering cow brains and spines
into animal food are set to be implemented in April. However, farmers in
Kentucky, which has more beef cattle than any other state east of the
Mississippi River, are concerned about the new regulations since they
would make rendering more expensive and complicated.
