Animal advocates in North Dakota have gathered more than 25,000 signatures to put a measure on the November 2012 ballot to strengthen penalties against animal cruelty.

The state is infamous for being one of only two in the country without a felony provision for extreme abuse.

A coalition called North Dakotans to Stop Animal Cruelty led a campaign to designate specific forms of aggravated cruelty to dogs, cats, or horses a Class C felony.
